Montenegro is the front-runner for EU membership, targeting 2028, and new-build prices rose sharply in 2025 as buyers positioned early — the parallel investors draw is Croatia's coastal appreciation after it joined the EU. Worth being clear-eyed: 2028 is a target, not a certainty, and Montenegro's own Finance Ministry has flagged parts of the market as speculatively priced, with growth expected to cool in 2026. Treat this as long-term potential, not a guaranteed return.

Foreigners buy freehold on the same terms as locals, and since January 2026 a property with a taxed value from €150,000 earns a renewable one-year residence permit — a Bricks one-bedroom clears that threshold.
